LAPD Chief, Sheriff support alternatives to prison

Local law enforcement and criminal rehabilitation providers testified before California's Little Hoover Commission in favor of finding alternatives to prison sentences. Overcrowding has allowed many LA County inmates, including some violent criminals, to be released after serving only a fraction of their sentences. LAPD Chief Charlie Beck told the commission the county hasn't explored all of its options for alleviating crowded prisons.
