Los Angeles is doing such a good job conserving water that the Department of Water and Power has to raise water prices due to lost revenue. LADWP calls it a "water rate adjustment factor." How much extra will Angelenos have to shell out, and will this affect water conservation efforts? Erika Lee reports.
