To be a Puerto Rican or not to be?

Victor Figueroa was born in Puerto Rico, but when he was a baby, his family moved away to the United States.  Consequently, Victor grew up learning American customs, leaving behind his Latin roots.  Now when people ask, Victor just says he's from Maryland, but it's obvious from his physical appearance that he wasn't born in the U.S. or at the very least Victor is not of American descent.  So should Victor call himself Puerto Rican?  Does he even have the right?
