Incumbent Bernard Parks declared victory against Forescee Hogan-Rowles in the district eight city council race Tuesday evening, but he may have spoken too soon.

The district eight city council race has been one of the more high profile races on the ballot this year. It was also the most expensive race in Los Angeles this campaign season. The major contributors were Los Angeles Public Employee Unions who put their muscle and money behind Hogan-Rowles in an attempt to unseat Councilmember Parks.

The former police chief needed 50 percent of the vote to avoid a run off. Parks had gotten 50.89 percent of the vote, according to the unofficial city clerk results posted late Tuesday night.

However, those results do not include thousands of votes cast through absentee and provisional ballots.

Candidate Hogan-Rowles is refusing to concede the race until all votes have been counted.

The final results may not be known for months, according to the Los Angeles city clerk office.
