Councilman Jack Weiss presented LAPD Chief William Bratton with a check for $250,000 for an outside firm to test DNA in rape kits. But even this large donation can only test 250 of the 7,000 estimated backlogged rape kits. Kits which contain DNA evidence that could help identify sexual predators. But after 10 years, LAPD can no longer prosecute these crimes.
