Some argue businesses and oil companies promote Proposition 23

Many believe that big businesses and oil companies promote Proposition 23. However, some business leaders do believe the state might control global warming. Delaying the implementation of the bill until employment in the state drops to 5.5 percent might help businesses. The Yes to 23 Campaign says that Proposition 23 is not a tool of oil companies. However, the campaign is receiving millions of dollars from Valera and Tesoro, which are two big oil companies. Recent polls show one-fifth of California is still undecided.
