The California Special Election is on May 19, and Proposition 1A is on the ballot. Supporters, including Governor Schwarzenegger and the California Teacher's Association, believe it will help raise funds where cutbacks have depleted state programs' budgets. Opponents say it'll take two years before California sees any "rainy-day" funds.
