Mayor Villaraigosa's decision to go after more money for law enforcement will likely mean even more prisoners. But California's prisons are already at the breaking point. The state is facing a federal mandate to release nearly 60 thousand prisoners to help deal with the overcrowding problem. Funding cuts to rehabilitation programs are leaving many former prisoners stranded without help - and they often end up right back in custody. ARN's Kaitlin Funaro spoke with Margaret Dooley-Sammuli of the Drug Policy Alliance about prison overcrowding - and what the state can do to help curb the problem.
