Neighborhood Council's reaction to proposed cuts

LA's Neighborhood Council representatives express concern about proposed cuts to city staff, including police and firefighters, and to council funding. They say that emergency response times are already slow in South LA and that the cuts would curtail improvement projects, such as better street lighting.
