L.A. Mayor calls for partial shutdown of city government

The standoff between the L.A. City and the Department of Water and Power caused Mayor Antonio Villaraigosa to call for dramatic action today. The mayor called for city departments that do not bring in revenue to close for two days per week beginning next week.
