It is day 80 in the California Budget stale-mate. State legislators are waiting to hear if Governor Arnold Schwarzenegger will veto the budget they passed two days ago. Affecting schools, healthcare clinics and others who are paid by the state they are waiting in limbo. To help explain why the state budget has such an effect on our neighborhoods, Fred Silva, Senior Fiscal Policy Advisor for California Forward, an organization that looks at the state spending and budget issues from a community grassroots level.
