Neighborhood Councils Oppose Cuts to Rollover Funds

The city councils Education and Neighborhoods Committee proposed taking 1.6 million dollars from the Neighborhood Council rollover fund. The city council intends to put it in the reserve fund. City Controller Wendy Gruel found the Department of Neighborhood Empowerment had lax financial oversight and a substandard accounting system. Neighborhood Councils oppose the move and claim they were managing their money. Karen Marcus reports.
