Californians United for Responsible Budget (CURB) is critical of the state's continued jail expansion. Activists argue that the budget should be focused on mental health initiatives and other preventative measures for reducing the state's jail population. They are also advocating for community-based groups and initiatives in Black and Latino neighborhoods whose populations are overrepresented in California county jails.
