California residents will vote to decide whether to pass Proposition 46

Proposition 46, if passed, would increase the damages in malpractice suits from $250,000 to $1.1 million. The legislature will also require random drug tests for doctors to avoid doctors under the influence. Furthermore, if a doctor chooses to prescribe medicine to a patient, he or she must check a database to see the patient's previous perscription history in an effort to reduce prescription drug abuse. Voters can decide whether to pass the law on November 4.
