In Washington, the Senate passed Barack Obama's stimulus package, but in California state authorities are still struggling to reach an agreement on the state budget. State lawmakers still haven't finalized a budget. The $40 billion budget gap is leaving county officials in a tight spot. County supervisors are considering instituting a hiring freeze to make up for money that the state government can't give them. And downtown, the United Teachers of Los Angeles announced a strike authorization vote. The UTLA wants to increase their bargaining power with LAUSD, with whom they are negotiating new contracts. And Hybrid vehicle owners might save on gas, but they won't save on parking anymore.
